South Coast Air Quality Management District (South Coast AQMD) is the regulatory agency responsible for improving air quality for areas spanning across Los Angeles, Orange County, Riverside and San Bernardino counties, including the Coachella Valley. More than 17 million people live in this area, which is nearly half the population of the entire state of California.
Within the South Coast AQMD region, any owner or operator conducting earth-moving activities of soil with applicable toxic air contaminants must comply with Rule 1466. The provisions in Rule 1466 include ambient PM10 monitoring, recordkeeping, dust control measures, notifications and signage.
